Ed, thanks for your answer.
Looking at the composite repository, http://download.eclipse.org/releases/mars includes the children: 201506241002, 201510021000, and 201602261000. However it also includes 'http://download.eclipse.org/technology/epp/packages/mars/'.
The EPP update site is not a composite, but it does include sub-dirs (repros) for each of the releases.
So to get the consistent behavior, I have to depend two repositories on:
- http://download.eclipse.org/releases/mars/201506241002/
- http://download.eclipse.org/technology/epp/packages/mars/SR1
For convenience, it would be nice to have an update site that composes the two update sites above. For some automatic builds, I would like to chose which moment to upgrade, not the moment the updates are available. Having that convenience update site would be really helpfull.

Rolf,
You can always create your own composite so that your build uses a
single update site that composes the site(s) you want it to find and
that you update the moment you want what the build finds to change.
Also note that the EPP main site is an aggregate, so I believe you can
always point at that, but if you point at only a child of the release
train, it can only install the corresponding EPP versions, even though
all the EPP versions are visible in the aggregate (because their
corresponding release train things aren't visible they can't be installed).
