Are you being a corporate firewall?
Note that most of the setup information is in this one zip file:
http://www.eclipse.org/setups/setups.zip
If the proxy is correctly configured the models should all load and the
cache folder located in
<user.home>/.eclipse/org.eclipse.oomph.setup/cache should be full of the
cached files. In particular I would expect the file
http___www.eclipse.org_setups_setups.zip to be present along with
http___www.eclipse.org_setups_setups.zip.etag. Is that the case?
If not, you really must configure your network proxy correctly.
Correctness depends on how your firewall is configured, which I can't
know...
