Eclipse Mars will not connect to http://download.eclipse.org/releases/luna. I have read other threads from 2012 where some people had a similar problem, but none of the solutions worked.

When I attempt to connect to http://download.eclipse.org/releases/luna, I get an error message saying
"Could not find http://download.eclipse.org/releases/luna"

When I click "Available Software Sites" and select "Luna", it says "This repository is currently not available." I have tried connecting to other repositories (not sure if that is the correct term) and none of them work.

I realize now that there are "repositories" for each update of eclipse. I see that Eclipse Mars has the Mars repository, and I tried connecting to it, but it still will not connect. I have opened the Internal Web Browser, and it has connection, so my internet connection cannot be the problem. When I try to "reload" a software site, the reload gets stuck and does not continue. Not sure what I'm doing so I'm just spitting out things I have noticed.

When I attempt to connect to "http://download.eclipse.org/releases/mars/" it returns an error message reading "unable to read repository at http://download.eclipse.org/releases/mars". I googled this error message and found a few threads on this forum where people had the same problem, but the posts dated back to 2011-12. The solution for it all was to start eclipse with "-vmargs -Djava.net.preferIPv4Stack=true" added to the bottom of the "eclipse.ini" file. My question now is - should adding that line to the bottom of the "eclipse.ini" file fix my problem?

I'm using Mars, but I'm having the same trouble you describe here.

I tried this because I need WTP:
http://download.eclipse.org/webtools/repository/mars/

I also tried
http://download.eclipse.org/releases/mars/

Same "Could not find" error. I can connect to these pages as web pages in my browser. Of course the web pages send me back to Eclipse...

What are my next troubleshooting steps? Is there a repository status page where I can see if maintenance is being done?

Are you behind an Internet proxy? Even if your web browser is configured to use the proxy, Eclipse also needs to be configured to do so. In Preferences see General > Network Connections.
