Below is the error message:

Which one? PATH? Have you tried pointing Eclipse at the correct java.exe using the command line -vm switch?

I created user variable PATH = C:\WINDOWS;C:\WINDOWS\system32;C:\Program Files (x86)\Java\jdk1.7.0_60\bin
System variable JAVA_HOME = C:\Program Files (x86)\Java\jdk1.7.0_60 and ran the executable file.

'Have you tried pointing Eclipse at the correct java.exe using the command line -vm switch?'
How to make -vm switch point the correct JVM?

The new Eclipse Installer would configure that automatically for you: http://wiki.eclipse.org/Eclipse_Installer

Cheers
