I'm running C++ development within Eclipse version 3.7.0 on Windows 7.

When I create a new project, which I do via 'Makefile Project with Existing Code', there are a few things I always have to modify in Project Properties. For example, I always have to add several Resource Filters. I also have to manually add Make Targets to each new project.

Is there a way to make these changes to the Workspace, and have them automatically apply to all projects created within that workspace?

Have you asked in the Eclipse CDT forum?

The Oomph project has a feature to record and manage preferences; it might be useful for your request. See https://www.eclipse.org/community/eclipse_newsletter/2014/november/article2.php
Oomph has it's own forum group, if you want to ask about it: https://www.eclipse.org/forums/index.php/f/287/
