Is there any way to customize the summary page of the dashboard .
Looking to sort test results from newest to oldest

You can click on the column headers to sort them.

I know about that, I want them to come up presorted and also I would like to make the Test Results Summary tab a little taller. Currently when you refresh the page it goes back to the default layout and it is annoying to have to re-sort/re-size

Thanks for the clarification. The dashboard doesn't have a workspace at the moment, so the settings aren't kept unfortunately. You can put an enhancement into the bugzilla if you like.
