Hi!

Looking at the progress view while materializing a target platform, I noticed that the p2 artifacts are being downloaded several times. Usually, that's not a problem, but when the eclipse.org servers are clogged (which seems to happen quite often lately) and the download goes at 30kB/s, then the time adds up to a significant value.

Shouldn't Buckminster keep track of what p2 artifacts have been downloaded? Or is it p2 that is the culprit here? Would something like oomph help here, by providing a local bundle pool?

I think that's the default behavior of p2, if I remember correctly.

I usually mirror all the needed stuff in advance (with b3) and then I
run the build against my local mirror...
