I could have sworn that in a pre-M3 milestone, Add/Remove breakpoint was
enabled in the JavaScript editor. What's the use case here?

Maybe it was enabled by mistake, but in general there are both client side javascript debuggers (debugging in browsers execution environment) and server side javascript (where javascript is used as the language of a JSP instead of Java). Since we are not providing either of these types of debuggers in WTP 1.0, the correct behavior is to be disabled (or not available).
