What did you download? The Eclipse SDK does not contain a visual editor.

The preferred method for installing the VE is to use the Update Manager.
The Callisto website has a flash demo of how to install the VE:

If you're installing manually, you're sure you've downloaded and
installed the required versions of GEF and EMF?
