It works fine when I try it. Is there anything different about your
install other than the Eclipse SDK, WTP and it's requirements?

Did you restart with -clean after doing so? Also, does it work in
other editors such as the plain Text Editor and Java Editor while
failing in the XML Editor?

I checked this issue again and I have this problem with eclipse-3.1 but not
width 3.1.1.
