Eclipse doesn't create elements for Android applications the Android
tools built to run on the Eclipse platform maintain these files. The
Android tools were developed by Google so you need to pursue their
support channels for the tools.
Since few if any of the people monitoring this forum are Android
developers, you aren't likely to get an answer here. We are here to
answer questions related to the Java Development Tools developed by the
Eclipse foundation.
