I just downloaded Oomph installer from the M5 page:
https://www.eclipse.org/downloads/index-developer.php?mars

Using Oomph I installed IDE for Java for Latest (Mars).

During the download/fetching ... process, I didn't see a single mirror site being used. Everything seemed to come from download.eclipse.org.

That can't be normal?

Denis,

The p2 infrastructure should use mirrors by default, but this can be
configured to turn off the use of mirrors. In the extended installer
there is an explicit check box for controlling that behavior; for the
simple installer there is not, but probably should be. Of course it's
usually good to use mirrors but occasionally mirrors are bad and then
it's very annoying.

I've submitted and fixed a bugzilla:

[459879] Simple Installer doesn't use mirrors, but should
