I have a development machine that is not connected to the internet

I would like to install Eclipse Luna and the e(FX)clipse plugin

Directions would be nice especially for the plugin as I am not
sure I have the correct plugin Zip file and
I am not sure where to unzip it at

my install for Eclipse will be C:\eclipse

If I remember the Eclipse file is and exe file so I should be able to
select the folder

It may work to unzip the plug-in into the eclipse/plugins subdirectory.
This is no longer recommended practice of course.
