To search for preferences that are new/hidden/changed in 3.1:
Window>Preferences
In the top drop down text field type: font

So from this search, you will find General>Appearance>Colors and Font

If the help is incorrect please log a bug report...my quick check of the 3.1
help seems to indicate that it is correct.
