Detached views are "stay on top", does anyone know how to turn that off?

My guess is no. Detached windows are created with SWT.TOOL | SWT.TITLE
| SWT.MAX | SWT.RESIZE

I'd guess that SWT.TOOL is keeping it on top. BTW, detached views are
