Just install 3.1 to a different dir, and you're done.
If you want to use your current workspace, first back it up, or yu won't
be able to use it with 3.0.

Go to Window-Preferences->Install/Update and change the Valid updates value
to "compatible" and try again.
It might work.

Yes, for major upgrades like 3.0 -> 3.1 you need to install separately.
