I'm reading about dependencies in SPEM v1.1 and don't recognize this
capability in EPF. The example is a Work Product Dependency Diagram from
IBM's Global Services Method (image attached).

This capability would be very helpful. Does EPF support it?

On phase, iteration, activity : <diagrams>/<open work dependency diagram>

Isn't that what you need ?
