After upgrading our BIRT version from 4.2 to 4.4.1, exported PDFs are now clipping large images rather than re-sizing.

The image element is inside a crosstab, which is inside a table. It has a set width of 640px and, in previous versions, this always scaled down to the correct size. In the report view and in other emitted documents, the image scales correctly. In PDF, we only get the left 640px and the full height of the image, causing the parent crosstab to split across several pages.

Does anyone have any idea what's going on here?

Sounds like something that should be logged as a bug if it was working in earlier versions and no longer is.
