Is there possibility to attach javadoc for a package or set of
packages, globally in a workspace, so it takes effect for any
library which bundles the given packages/APIs?

I'm not sure I understand your question. Are you talking about attaching
Javadoc that you have created for your source code and making that
available to users of your API (for example, within a JAR file)? Or are
you referring to attaching Javadoc to an external JAR file for use in
your Eclipse projects?

It might help if you could give a detailed example of what you would
like to do. For example, "I have two Java projects ProjectA and ProjectB
that need to ...". Then it might be easier for someone to help you.

All of the Java EE APIs may are bundled in different libraries/JARs
for different projects and the different JARs may bundle some or
more of the given set of APIs. I want to attach the complete Java
EE API doc for all JARs which include some of the given set of API
packages. Thus said it may result one JAR has couple of javadoc
locations attached depending on the packages it bundles.
