The correct newsgroup for questions about EMF Query is the EMF newsgroup,
which I am including in my reply.

The PDE has a wizard that makes it very easy to create a new plug-in
project. From the "File" menu on the main menu bar, select "New ->
Project...". In the wizard dialog that appears, select the "Plug-in
Project" option, hit the "Next" button, and follow the steps.

One of the latter pages in this wizard has some convenient plug-in templates
to help you get started, including creation of views or editors, menu
actions, etc.
