New graphics line drawing capabilities

including fractional line widths, dashed line offsets, and miter limits.
These capabilities are provided by the new LineAttributes class and the

i'm assuminng that these improvements will make their way into draw2d
(just as anti-aliasing support did). any timeframe for this?
