and still not able to get the option to create WSDL's as described in the
help

Did you try restarting Eclipse with the -clean argument?

After that, did you check Help > About Eclipse SDK > Plug-in Details to
see if you found any org.eclipse.wst.wsdl plug-ins (I think that's how
they're named)?

Did you check your logs?
