Where do I find eodm.doc_0.7.0. The upgrade keeps failing on a 404 error
because it can not find the eodm-doc.

Charles,

It's best to ask on the EODM newsgroup, which I've added to the "to"
list of this reply. I believe there was a problem with the distribution
not specifying the doc location correctly in the feature and that this
will soon be corrected, at least for the 0.9 version...

I spent a lot of time searching for the EODM group and couldn't find it.
Does it exist. Why does a development tool that is allegedly ready for
production depend on a a beta release?

Charles,

That's okay, you're posting questions to it now, so you've found it.
EODM has been around for a number of years, it just hasn't established a
big community and hence hasn't gone through the Eclipse incubation exit
process. They've had several releases already though, so I think things
are in pretty good shape. I'm sure folks will be happy to address any
quality issues if you did encounter any...
