missing "New->viewContribution" in viewActions eclipse plugin [message #217699]

In the new extention window there are no templates available for
org.eclipse.ui.viewActions plugin. I added this plugin and when I right
click on it there is only New->Generic option but there is no
New->viewContribution option.
Can anyone help?
