Hi,

In the help, step 2 Select the Eclipse Versions:

For each installation you can select the Eclipse version you want to
use. The availability of the versions can be restricted by the selected
project branch. By default the highest available version is selected.

This only selects the development ide version, and never affects the
target platform right?

Yes.

If there is no task to define a target platform, then the running IDE
itself becomes the target platform, so I wouldn't say it never affects
the target platform, but rather that the target platform can be defined
completely independent of the version of the hosting IDE.

I've added the following note to the help page:

Please note that the selected Eclipse version does not impact PDE's target platform if the setup model includes tasks to
provision a separate, dedicated target platform.
