Change default PropertySheetPage to use on-top editor [message #211204]

I would like to know if there is a way to tell the PropertySheet to use
the editor on top for the default property page. In other words, when a
view returns null for the property page, I would like to specify the
backup page. Currently, our plugin appears to be using the Navigator
view as this default.

It would be nice if this could be accomplished by the construction of
the perspective.
