Is there a way to create an explicit button for the Sapphire.Jump.Java.Type action handler.

the bundle of the implementation class org.eclipse.sapphire.java.jdt.ui.internal.JavaTypeJumpActionHandler doesn't export its content, so it can not be added to sdefs.

Using CTRL + Mouse Hovering is ok, but we are thinking of providing an additional button for that.

You could write a handler that finds the jump action in the part's context and calls it, but I would be fine with exposing JavaTypeJumpActionHandler so that it can be re-used directly in the manner that you describe. Please open an enhancement request.
