Can someone explains the differences between Eclipse Standard 4.3.1 and Eclipse IDE for C/C++ Developers, in terms of what is included in each and what is missing. Advantages and disadvantages of each please.

I'm looking to use do some C/C++ coding now, and maybe later moving to Java. Am I better off downloading the Eclipse Standard or the Eclipse IDE for C/C++ Developers?

I'm on a Windows 7 platform and am looking for a good IDE with debugging capabilities.

Get the one that serves your needs for today. You can always add the rest of the components later. The differences of which component is in which download are shown at http://www.eclipse.org/downloads/compare.php?release=kepler .
