Eclipse has an own project called VE (Visual Editor).
You should find information about VE on the Eclipse homepage.
Another really good (but not free :-( ) editor is SWT Designer
(www.swt-designer.com)

Since the original message asked about a Swing editor, WindowBuilder
(http://www.windowbuilderpro.com/) or Swing Designer
(http://www.swingdesigner.com/) would be more appropriate than SWT Designer.
