single tooltip per figure which isn't easily customizable using the
mouse coordinates as input. is my understanding correct?
what's the best way to accomplish my goal? creating subfigures within
the primary figure just to capture the mouse coordinates is not a good
option.

it would appear that if i can get the mouse rollover working in the way
that randy suggested (on the other thread that i started), then the
tooltip problem is easy.
