You can do all sorts of things with GEF hence "Yes" was the answer.

The EDiagram example (see CVS) shows how to do some UML-like things,
more particularly the EMF/MOF sub-set of UML Class Diagrams.

The evolution of EDiagram in the GMT/UMLX sub-project may be of interest
if you're looking to create part of an extensible UML support suite.

Whichever, you will find that there may be quite a bit of work involved
particularly if you want interchange with other tools.
