I know its a very stupid question to ask...but still...
Why do some pulgins contain MANIFEST.MF whereas some plugins don't?
What's the purpose of MANIFEST.MF in case of plugins?

In manifest you have plugin dependencies and basic information about
plugin (name, version, etc).
