There are no stupid questions, just busy committers.

The short answer is yes.

The longer answer is that you need to download the RCP delta pack from
the Eclipse download site and add it to your target.

The fragments will be added by clicking the "Add Required Plug-ins"
button on the product configuration screen.

BTW, the "RCP Delta Pack" is on the Eclipse Download site. The delta
pack for Eclipse RCP 3.2.1 can be found here:

http://download.eclipse.org/eclipse/downloads/drops/R-3.2.1- 200609210945/index.php

Scroll down to the "RCP SDK" section; the last entry is the "RCP delta pack"
