Window=>Preferences...=>Install/Update=>Enable HTTP proxy connection.
The weird thing is that that works the first time. Subsequently, you
also have to set the proxy settings under
Window=>Preferences...=>Internet=>Proxy Settings

There's a bugzilla for them to merge all the proxy settings (there's
also one for CVS access under Window=>Preferences...=>Team=>CVS=>Proxy
Settings) for 3.3.
