IWAB0489E Error when deploying Web service to Axis runtime [message #178662]

When trying to deploy a simple web service (Using Bottom-up) to Weblogic
8.1 or 9.x we always recieve the following error.

IWAB0489E Error when deploying Web service to Axis runtime
axis-admin failed with {http://xml.apache.org/axis/}HTTP (404)Not Found

However, we have deployed successfully to Tomcat 5.x

We have seen that this has been reported as a similar bug (Bugzilla)
several times and we have tried all of the suggestions but no have worked.
We have used the WTP bundle from BEA with all the latest releases (as of
Sept. 7, 2006) and have tried to deploy it to a vanilla installation of
Weblogic server 9.x (as well as our 8.x server).
Thanks for any help in this regard.
