I had sent a mail to the eclipse webmaster as per the instructions on
the page from where I was trying to access the contribution
questionnaire. I am posting the response to this list, in hope that it
may be helpful to others in the community.
Thanks to Denis for his prompt reply.
Thanks.
Sunitha.

become a contributor, except attach code patches to bugs and feature
requests that are in Bugzilla (https://bugs.eclipse.org/bugs/).

Eclipse product, and if the code patches are consistently high quality,
the committers may nominate you as a code committer. This process does
take time, however.

read up the questionnaire available for new contributors. I looked up at
the site.http://www.eclipse.org/legal/newcommitter.php and going to
contribution questinnaire
http://www.eclipse.org/legal/ContributionQuestionnairePart1- v1.0.php and
clicking on 'Committer tools' needs CVS id. I am not a committer and
dont have cvs id.
