How to globalize welcome.xml for Eclipse 3.1 based IDE?

I have tried to modify about.ini file like this:

welcomePage=$nl$/welcome.xml

Then, I created directories like nl/en, nl/de, nl/ja, nl/ar etc..In each
directory correct version of welcome.xml was put. However when I started IDE
in another language, welcome page was still in English while other
menu/wizard items were in another language.

Am I missing something?

Please let me know.
