I use wtp 1.0.1, Tomcat 5.5.12, OS Windows XP.
My project has a web app library jar file, that located in WEB-INF\lib
folder.
When i try to publish project, is failed and showed the following error

Error copying file to \...\WEB-INF\lib\webwork-2.2.1.jar
Error deleting \...\WEB-INF\lib\webwork-2.2.1.jar
The publishing pass without any errors if the server is stopped.
How i publish my project on the running server?

This is a known issue with Windows. Assuming it isn't practical to
switch to a different operating system, you can investigate the
antiJARLocking and antiResourceLocking attributes available on the
<Context> element to see of one or the other would help. I've never
used them, but my impression is that their impact on startup times may
be such that it would be quicker just to stop and restart Tomcat.
