Hello!
Is there any policy which disallows overlaping figures?
I want to avoid situation when user drag a figure from palette, or move or
resize a figure and this figure overlaps other existing figure.

I think my question is clear :)

The container's layout editpolicy (that provides the creation command)
should return an unexecutable command if it detects overlap. Of course, for
this to work, you'd have to know what the size of the part to be created is
going to be.
