The files I used to install this are:
eclipse-SDK-3.2M4-win32.zip
wtp-sdk-I200601270511.zip
emf-sdo-SDK-2.2.0M4.zip
JEM-SDK-1.2M1.zip
GEF-SDK-3.2M4.zip
which are what are listed on the WTP page as prerequisites. Is there
maybe something I'm missing, or that the pre-req's are missing? These
were all unzipped into an empty folder, and eclipse started with an
empty workspace folder.

Remove the ns_ from if replying by e-mail (but keep posts in the
newsgroups if possible).

problem of not being able to create (or see) anything webtools related. Since that build was tested by a number of people,
I'm pretty sure the basics are all fine. I hate to say "are you sure" ... but ... you sure you installed all the pre-reqs?
In the right directory? I know I forget occasionally, and always panic because then I too see nothing.
Be sure to check your "log" mesages (in .metadata/.log) to see if any more informative error messages .. and open a bugzilla if you think we could help you track it down.
Oh, I did just notice you said "emf-sdo-SDK-2.2.0M4.zip" in your list ... I think that should be have 'xsd' in it.
emf-sdo-xsd-SDK-2.2.0M4.zip I think download page is correct, but know it's easy to get wrong one. I'm a little surprised xsd missing would cause nothing to work .. but not toally surprised.

I'm sure I installed the files I said I installed. I'm less sure that
those are exactly what I need, though. I just went by the web page, but
am aware of the possibility of the web page not being completely up to
date when things are still in development. Some of the prereq packages
come in both runtime and SDK versions, and some combine multiple pieces
into one. I also started eclipse with the -clean option.

I'll give that a shot. I did get things working by taking the other
guy's suggestion and doing an auto update from the Eclipse help menu. I
could then get my new j2ee project wizard to start. It acts as if
either there is a setting not being set properly during initial
installation, or the prereq downloads are missing one small piece which
is being filled in by an auto update.

After going back and looking at my eclipse config, some of the
components are now using older versions, with newer ones either disabled
or still showing as having version mismatches.
Has anybody tried an installation using the method I did, of just
unzipping everything into one directory, using the files listed on the
web page? That's a pretty simple reproducible, and would probably show
exactly what was missing to somebody who knew what to look for (which I
don't).

FYI, these sorts of erroneous error messages are documented in
https://bugs.eclipse.org/bugs/show_bug.cgi?id=89428
I think they are basically harmless (in 3.2 stream).
I'm sure will be fixed by the time 3.2 is final, but in the meantime
we in WTP will stop using underscores.
