Paul,
No doubt the 4.2 installation is pointing at the Juno repo which isn't
not updated with the contents of the Kepler repo. You could point it to
the Kepler repo instead. Note that Eclipse doesn't "install" in the
standard windows sense. I.e., it puts nothing into the registries, so
you can download and unzip any number of Eclipse instances. For a major
new release, it's generally better to start with a fresh package
installation...
