I just felt like I need to make comment today that its worth everyone
who has reported problems with server publishing and using Tomcat to
develop their projects picking up the latest 1.0RC1:

A number of bug reports have been closed over the past 48 hours which
constributed to a reduced developer experience (to put it politely).
I can report success with being able to get back to developing real
projects again with WTP using the 1.0RC1 build.

Just a WAR export bug 116253 is my last remaining show stopper. The
xdoclet issue 117224 I can work around.

Sorry not to confuse anyone, the URL I cited is to the unofficial hot
off the press builds. Even though it appears to be called 1.0RC1 its
not yet official, IIRC this is set to happen over the next few days and
may not be for the exact build you downloaded.

I downloaded it to verify the bugs I had been watching had been closed.
My joy and thanks was to those resolving the issues, I know I was not
alone in this forum with these exact same problems.

If you want official you'll have to wait a little longer and keep
looking at the usual place:

http://download.eclipse.org/webtools/downloads/

When it turns up there its official.
