The Marquee allows to open a rubber band selection rectangle to do
multiselection. The selection tools has two operation modes depending on
where you initially click with the mouse. If you click on free space then
it behaves like Marquee, but if you click on an edit part it selects that
part.

Actually, if you click in "free space", it is obtaining a MarqueeDragTracker
from that editpart. It does not have its own marquee behavior.
