I just installed Eclipse 3.2m6 and aimed the update manager at
http://download.eclipse.org/callisto/releases. I checked the WTP box,
hit the Select Required button and clicked Finish. It worked like a
champ.

The target platform preferences are actually for use with the PDE if
you're writing you own plugins. They're unrelated to installing
additional plugins or features.
