My system config is as follows:
Eclipse 3.1 (actually, WTP-all-in-one-0.7.1)
OS: Windows XP SP2 Professional
Tomcat 5.5 installed (running on port 8000) - runs fine standalone
JDK 5.0 rev. 5

While running through the web services bottom up tutorial, I tried
deploying the web service. I get the following prompt:

IWAB0002I Tomcat v5.5 Server @ localhost does not support port monitoring.
(No error messages at all).

Everything works fine (it returns values/throws java exceptions, etc...),
but the TCP monitor does not appear (and I can't examine SOAP packets from
within eclipse). In my previous configuration (JDK 1.4.2.08, Tomcat
5.0.28, Eclipse WTP M4 release), it worked fine with port monitoring.
Is there something on Eclipse that I need to fix? Is there something I
need to configure in Tomcat to change it?

(Unfortunately, google doesn't seem to pop up with anything).

Has debug settings and logging changed with Tomcat 5.5?

I know logging has..

Port monitoring needs debug on to be enabled..

Can you lanunch server ie the debug start option?
