I would like to include Picasso in my project's target platform (so it's automatically available to all our developers), but I need to keep our target only using Software Sites (p2 repos), no local file system contents. Is Picasso available in any p2 repo?

No, picasso is not currently available in a p2 repository. It isn't currently included in the Eclipse build process.
