I can't find any setting to set the set OSGi/Minimum 1.2 only 1.1 .

Without the osgi project, the xslt transformer did not work when I
started the XSLT Transform Launch.launch from the *.xslt.plugin .

Is there a way to get the Equinox Transforms running with XSLT
Transformer using Eclipse 3.3 as Target Platform?

The org.eclipse.osgi plugin is necessary only when running Eclipse in
PDE Runtime.
The easiest way to create this project is to import the plugin project
with source. You need Eclipse SDK for that.
