Just getting the following error now when trying to install the core
feature into a headless buckminster:

Caused by: [0]org.eclipse.update.internal.core.FatalIOException: Ser
ver returned HTTP response code: "404 Not Found" for URL: http://download.eclips
e.org/tools/buckminster/updates/plugins/com.ibm.icu.base_3.8 .1.v20080103.jar.

I copied over the jar from an existing eclipse install and all is well for now.
