I have been able to use the
org.eclipse.equinox.p2.director.app.application to install a single IU in
a headless environment.

I have 36 test features that I want to install. How can I best install
them?
I don't want to run this rather expensive command 36 times.

If you want to use the director, have a IU category that includes your
36 features and install that.

Otherwise drop your test features and plugins into eclipse/dropins to
get them in (assuming they are tests and not replacing/updating anything
in your core install)
