The update sites are composite sites. They work in p2 but not in a browser.

If you have Mylyn 3.8 installed you can obtain the web connector from this
site: http://download.eclipse.org/mylyn/incubator/3.8

(You can look at
http://download.eclipse.org/mylyn/incubator/3.8/compositeContent.xml to
browse the repository contents.)
